It was updated in July 2015 to reflect flood hazard zone changes included in a Letter of Map Revision (LOMR) for the Milltown area near the confluence of the Blackfoot and Clark Fork rivers and in March 2019 to reflect the replacement of a non-detailed flood study with a detailed flood study for the Swan Valley in Missoula County. Subsequently, it has been updated to reflect changes to the boundaries of the flood hazard zones depicted in approved Letters of Map Change (LOMC) for locations within Missoula County outside of the City of Missoula's municipal boundaries. Missoula County does not update the feature class to reflect LOMC modifications for locations located within or annexed into the City of Missoula's municipal boundary since the City is responsible for its own floodplain administration and production of geospatial flood hazard information and FEMA does not share that information with Missoula County.&lt;/SPAN&gt;&lt;/P&gt;&lt;/DIV&gt;&lt;/DIV&gt;&lt;/DIV&gt;</idAbs>

The Community and Planning Services (CAPS) department supports this mission by providing reliable, current, accurate geospatial information for general mapping and planning purposes. Missoula County participates in FEMA's National Flood Insurance Program Community Rating System. The Community Rating System is a voluntary effort to reduce the risk of flood damage to communities by increasing awareness of flood insurance and flood hazards. This feature class provides enhanced geospatial information to the public about the risk of flood hazards in Missoula County outside of the City of Missoula's municipal boundary.</idPurp>

The only exception is that changes for LOMCs affecting properties annexed by the City of Missoula are not added because the City of Missoula administers the regulatory floodplain and related GIS Data within its municipal boundaries. <statement>The original source for this feature class is vector polygon data representing flood hazard zones extracted from FEMA's Digital Flood Insurance Risk Map (DFIRM) based on detailed flood studies. The first DFIRM for Missoula County was published on July 05, 2015 with a subsequent update in March 2019 for the Swan Valley. When these detailed flood studies are published, the new flood hazard data incorporates previously issued LOMCs whose flood hazard zones remain effective, as determined by FEMA. Otherwise, the LOMC data is erased and replaced by the information from the detailed flood study. The only other time this feature class is updated is when FEMA approves a new letter of map change (LOMC), a copy is transmitted to the Missoula County Floodplain Administrator. Changes to the flood zone boundary and attributes described in the LOMC are added to the Missoula County flood hazard zones feature class by Community and Planning Services GIS staff. Boundary edits are made by using the LOMC's legal description and ArcGIS coordinate geometry (COGO) tools or by heads-up digitizing based on a georeferenced map exhibit or shapefile provided by the engineering firm that performed the LOMC study. </statement>
