It was updated in July 2015 to reflect flood hazard zone changes included in a Letter of Map Revision (LOMR) for the Milltown area near the confluence of the Blackfoot and Clark Fork rivers and in March 2019 to reflect the replacement of a non-detailed flood study with a detailed flood study for the Swan Valley in Missoula County. Subsequently, it has been updated to reflect changes to the boundaries of the flood hazard zones depicted in approved Letters of Map Change (LOMC) for locations within Missoula County outside of the City of Missoula's municipal boundaries. Missoula County does not update the feature class to reflect LOMC modifications for locations located within or annexed into the City of Missoula's municipal boundary since the City is responsible for its own floodplain administration and production of geospatial flood hazard information and FEMA does not share that information with Missoula County.</SPAN></P></DIV></DIV></DIV>

The Community and Planning Services (CAPS) department supports this mission by providing reliable, current, accurate geospatial information for general mapping and planning purposes. Missoula County participates in FEMA's National Flood Insurance Program Community Rating System. The Community Rating System is a voluntary effort to reduce the risk of flood damage to communities by increasing awareness of flood insurance and flood hazards. This feature class provides enhanced geospatial information to the public about the risk of flood hazards in Missoula County outside of the City of Missoula's municipal boundary.

The original flood hazard data provided by the Federal Emergency Management Agency (FEMA) reflects that agency's map accuracy and data quality standards. Modifications to flood hazard zone boundaries (geometry) are made using the legal descriptions or map exhibits included in official Letters of Map Change and other reference data, such as aerial imagery or tax parcel boundaries. While every effort is made to ensure edits are performed using best practices (i.e. using COGO tools to depict a metes-and-bounds legal description), this feature class does not conform to the standards of the original FEMA data and should be used for general reference only. Topological errors, such as gaps or overlaps, may be present. The flood hazard zone attribute should accurately reflect either the original FEMA determination or an updated classification stated in a Letter of Map Change. However, the descriptions of those zones have been edited for improved readability and are described in a later section of the metadata for this feature class.
The original flood hazard data provided by the Federal Emergency Management Agency (FEMA) reflects that agency's data quality standards and should be complete for Missoula County as of its publication date. Every effort is made to modify the flood hazard boundaries when applicable Letters of Map Change are received by the Missoula County Floodplain Administrator and this layer should be complete as of its publication date. The only exception is that changes for LOMCs affecting properties annexed by the City of Missoula are not added because the City of Missoula administers the regulatory floodplain and related GIS Data within its municipal boundaries. Any other omissions should be reported to the Missoula County Floodplain Administrator for review and correction.

The original source for this feature class is vector polygon data representing flood hazard zones extracted from FEMA's Digital Flood Insurance Risk Map (DFIRM) based on detailed flood studies. The first DFIRM for Missoula County was published on July 05, 2015 with a subsequent update in March 2019 for the Swan Valley. When these detailed flood studies are published, the new flood hazard data incorporates previously issued LOMCs whose flood hazard zones remain effective, as determined by FEMA. Otherwise, the LOMC data is erased and replaced by the information from the detailed flood study. The only other time this feature class is updated is when FEMA approves a new letter of map change (LOMC), a copy is transmitted to the Missoula County Floodplain Administrator. Changes to the flood zone boundary and attributes described in the LOMC are added to the Missoula County flood hazard zones feature class by Community and Planning Services GIS staff. Boundary edits are made by using the LOMC's legal description and ArcGIS coordinate geometry (COGO) tools or by heads-up digitizing based on a georeferenced map exhibit or shapefile provided by the engineering firm that performed the LOMC study.

Original Flood hazard zone GIS data is provided to the Missoula County Floodplain Administrator by the Federal Emergency Management Agency's National Map Center for Missoula County in 2015. The data is copied to a separate feature class and a new field "FEMADES" is created by combining the flood zone contents from DFIRM fields "FLD_TYPE" and "FLOODWAY" for improved readability and maintenance. The FEMA DFIRM source file was re-projected from geographic coordinates (NAD83) - EPSG code 4269.

Combining data from the two fields made it easy to identify the floodway in a single field and layer.
On July 29, 2015 FEMA published a Letter of Map Revision (LOMR) for the Milltown area to reflect changes to the floodplain near the confluence of the Blackfoot and Clark Fork rivers after the removal of the Stimson and Bonner dams. Missoula County received the revised flood hazard GIS data from the FEMA Region 8 office on July 23, 2015. County staff erased the existing flood zone data within the LOMR boundary, appended the new LOMR data and calculated the FEMADES field for the new flood zones.

In February 2016, this feature class was migrated from a shapefile residing on the County network to a feature class residing in a versioned enterprise geodatabase. The data was re-projected from Universal Transverse Mercator (UTM) Zone 11N, North American Datum 1983 to Montana State Plane Coordinate System FIPS 2500, North American Datum 1983 Meters.

Maintaining the data in a version geodatabase environment provided for easier editing, enhanced data integrity, and simplified data replication and publishing workflows. Reprojecting the data to the standard coordinate system used for Missoula County GIS datasets made it easier to use the flood hazard data for spatial analysis and map production.

On March 07, 2019 FEMA published revised flood hazard zone data to reflect changes to the floodplain for the Swan river based on a recent detailed flood study of the area. County staff erased the existing flood zone data within the study area boundary, appended the new LOMR data and calculated the FEMADES field for the new flood zones. Other existing flood hazard data for Missoula County remains effective.
